Yes it is. Honestly it shows, games on the vita look better than stuff on the 3DS.
3DS: ARM11 @268mhz (dual core)
PS VITA: ARM Cortex A9 @800-1,000mhz (quad core)
Graphics is the same atleast x2 or x3 of the 3DS.
Ram: psvita = 512mb 3ds= 128mb

Its the cost that killed it.
Game wise Id say its equal to the 3DS.
