One of the reasons the PS2 couldn't take advantage of the whole userbase was because of the replacements/second consoles.
but there's a more important reason why, it's simply because the userbase is too diverse that a single game cannot reach the audience. When the PS2 userbase went from 70-120 million, I don't think it made any more than a slight difference on how much a game like final fantasy sells, but it probably made a significant difference on how a game like DDR sells.
