This amazing dev hype has only come from abandoning drm after the witcher 2 launch problems. That had drm and pre-order bonus keys that did not work. CD projeck Red quickly responded with a patch to remove the broken drm and make all pre-order bonusses available for everyone. That suddenly made them the darlings of the industry and they smartly capitalized on that. And of course owning GOG.com is a huge part of the image.
Then console gamers jumped on the hype train because it was coming to 360 exclusively. (with drm ofcourse)
As a dev they still play the underdog card well and people love underdog success stories.

It's nothing intentionally malicious, marketing promises the world, game development is chaos during crunch time, much easier to send out a working pc build.
