Not really. how are the devs starving? i mean studios get closed down that doesnt mean they arent absorbed by bigger studios, rebranded or taken somewhere else. If the situation was that dire then it HAS to affect the publishers and since it doesnt seem to be the case with the western guys, the onus has to be on the Japanese publishers. They seem to be the only consistently crying about not making enough

It did affect publishers. Only THQ actually died, but others suffered along the way, even if they survived in the end. EA was forced to cut 11% of its workforce in 2009, for instance.

Speaking locally, the last decade has virtually eradicated game development outside of mobile here in Australia. 2K Sydney, Pandemic, Krome, Blue Tongue, Team Bondi, Sega Studios Australia, all dead. If you want to be a console dev, you pretty much have to move overseas now.

thats unfornuate i rather liked some of those devs and didnt even know it was Australian, maybe its an issue with the country?
