Given the recent performance of English clubs in European competitions, I won't try to change your mind on Chelsea being the only top team in the country. However, the league as a whole is FAR stronger. Portugal has about 2 teams and a half, the rest are mostly atrocious.

Wasn't it 2/3 years ago that Arsenal got mauled by Braga in Portugal?

You take Chelsea out of the picture and EPL teams would fit perfectly in France League 1.
