TLDR: The breaking of mods was not intentional, and they aren't banning anyone from using them in single player.

There's their PR statements, and then there's what the EULA actually says:

You agree not to:

reverse engineer, decompile, disassemble, display, perform, prepare derivative works based on, or otherwise modify the Software, in whole or in part;

That is standard EULA text that you'll find in all software, not just games.

The subject of this thread is that Rockstar intentionally broke the mods and is banning people from using single-player mods. There is no evidence of either being true.
