Quail hunting is absolutely one of my favorite types of hunting. It is challenging, and they taste amazing.
As far as I know in the United States, it is not legal to hunt animals and abandom them, and you will be fined heavily if caught. They have to be used. It is illegal to just leave them to rot and waste.
