The orders budget was pretty low, its a 5hour game and sony doesnt need to spend much money on advertisments unlike nintendo or MS. They are a movie company too, for them its always cheaper to produce and publize an ad.

Yes, but within those five-hours you have A LOT of cinematic cutscenes, which are possibly the most expensive thing to produce in a game as you must invest in a lot of people. Also being a movie company doesn't make televised commericials, retail advertisment, etc free. Those are where costs are induced. The production of the ad is relatively miniscule, and it isn't like Microsoft and Nintendo are inexperienced with said production (especially Microsoft, a massive corporation, who advertises dozens of different products at a time.)
