Whether something can be considered a success or a failure depends primarily on the profit expectations and how closely they are met/exceeded. For that reason you must not only consider sales, but also costs involved. I really don't think Bayonetta 2 and The Order have similar budgets. Even if the games had cost the same to create, it is quite obvious that The Order had a larger advertisement push and therefore larger advertisement costs. Not too sure about Sunset Overdrive, although I did see that game advertised more than either of the first two, so it's definitely possible that it exceeded The Order's total costs. Additionally, it is certainly possible that all three games "flopped" and just because The Order sold more than the other two does not mean that it is a success. 

The orders budget was pretty low, its a 5hour game and sony doesnt need to spend much money on advertisments unlike nintendo or MS. They are a movie company too, for them its always cheaper to produce and publize an ad.
