Well, according to the legal definition they were.  The engine was sufficiently overhauled to be copyrighted as their own creation.  But I digress.  Their engine is quite old and has its issues and they could definitely use a new one. 

As for Witcher 3, even if there are loading screens to those reigions, each region is still larger than Skyrim.  I will be interested to see how the playable area stacks up to Xenoblade Chronicles X's.  XBX is 400 square kilometers or about  154 square miles, well over ten times the size of Skyrim.  Withcer 3 is looking like it will land in the same league, but a comparison will be interesting.
