I have yet to hear about an optional install for the 360. I would assume however if it did have one, it would only help with load times, not popup.
Look on the bright side, tons of people bitch about the PS3 turning into a gaming PC because of installs, and you don't have to worry about the 360 getting labeled a PC ;)
How cares about performance, you still get to call the 360 a pure console, and isn't that far more important than game quality?
