You may be overthinking it. Regardless of % of sales at X price or Y price, the math is simpler.

A- How much does it cost to release the game for PC.
B- How much profit can be gained from that release (whether it's 5,000,000 copies at $5/piece, or 500,000 copies at $50/piece, with digital distribution the difference is nil. It's just money.

If B is greater than A, then if there are no outside complications (such as moneyhatting to a 3rd party from a console maker), then that's what they do. If A is greater than B, then no dice.

Simple.
