Kojima knew That Silent Hills Would Be Canned Before The Release Of P.T.?

I always thought that message had more to do with the stagnation of the Silent Hill franchise and Kojima/Del Toro being the 'new toys' that would revive it.

But I guess it can be interpreted in multiple ways.
