That demo was shown at sony's conference as ps4 actual gameplay (and after that ubisoft had to clear for people that in fact the demo ran on PC because the ps4 hardware was known already and no one with a little idea of hardware believed that was running on low end hardware.

After that the joke was made bigger with sony saying the game would run at 1080p/60fps to end un running at 900p 30fps. 

of 2013. February 20 of 2013 to be exact. The E3 of the video you showed us was of E3 of 2012 not 2013.

OP: Cool to here. Definately could be a platform were pc gaming is shown to a whole new audience. 

That was a mistake xd. Here goes the actual video https://www.youtube.com/watch?v=jqEd-JAc-4Q as you see it is shown at sony's conference. Read all the video comments, what do they say? "my games doesn't look like this at all", "this is the pc version" and so on. I have the game on PS4 and i too can confirm it doesn't look like that at all.

And the link i posted before from gamespot with sony saying the game would roun at 1080p/60fps is true too.
