This for example was said to run on ps4 and it didn't. It was clearly running on a PC before being downgraded to fit on this low end hardware consoles we have this gen. No. The first footage of WD ran on a single gtx 680 I believe. And back then 2 years before release Sony didn't have a marketing deal with Ubisoft in place.
And no. The hidden settings don't give you the graphics from 2012, entire assets are changed like buildings. You will never get it to look like that footage.

The video i've shown you clearly says it is the game running on PS4 (and that's what sony promised) but you and i know that's the PC version. And you only have to google a little to know that PS4 is low end hardware and obviously most companies prefer to show their games running on high end hardware so...
Sony even promised the game would run at 1080p 60fps http://www.eurogamer.net/articles/2014-05-12-watch-dogs-will-run-at-1080p-60fps-on-playstation-4-sony-says and it ended up running at 900p 30fps.
