Because localization isnt something you can just put together in a couple months.  This is a huge game and will have a ton of text and voicework And who knows what else that will need to be redone.  Localizing it is a pretty huge undertaking...

that being said, they could have been smart about it and been working on it concurrently with the japanese version.  So it is possible... But considering that monolith software isnt very big, I think it is pretty improbable that would split their resources like that...

Do you seriously believe the localization process just started? they started it while developing the game.
