Phones get away with subsidized pricing via plans because phones are largely worthless without service. Video game consoles can work fine without any service so why would any pay for it? The answer is a DRM system like the X1 had before the 180. So, what do you do when people don't pay? You end up with fines and repossessions and bad debt.
I think there is a very clear reason why no one has tried this.
