i NEVER pay attention to Metacritic when looking for third party low budget Japanese games, for the exact reason Pokoko pointed out.
if it was for Metacritic i would have never bothered with Neptunia since the best game has a meta of 55, and im glad i didn't care for those scores since i really enjoyed those games (well with the exception of the first one which did had some problems but the other 2 were really fun).
i would like to play this game but i need to first get some old games that i haven't bought yet, (like Fairy Fencer F, Disgaea D2, Nino Kuni and a bunch more)
