Too consistent, It looks more like they switched to a lower LOD model for scenes featuring multiple dolls on screen at once, as when the textures are higher res, the geometry is also more complex for the model too, in this isntance only the one doll is visible.

So it's more likely that they are intentionally using lower quality models/textures in those instances.

That's definitely another posibility, though having multiple dolls on screen could also be the cause of loading snags.  Be interesting to see which it is in the future.  I have noticed other similar concessions though.  For example, it's no coincidence that the most common doll, the Urban, has the most obvious concessions made in the polygon-count department.  It's detail level isn't nearly as good as, say, the Formula and especially the heavy mech classes, which are more rare.
