After reading the comments. Why would console gamers put 60fps aside? Because a console can't play 3 of 4 games at 60 fps. xD I agree there's no much significant difference in graphics but 60 fps gives absolutely different experience. Some console gamers claim though that 30 fps on console is much smooth than 30 fps on pc. Not sure if it's true or not I must admit.

But to be honest after 1.6M copies sold on Steam I think that we will have to wait 2-3 years for another GTA for PC. Very weak results for almost every game on Steam if SteamSpy is correct enough.

I can't speak for everyone, but 30fps is almost a non-issue for me when i'm using a controller. With a few exceptions, i'd actually rather a console game target 30fps and used the saved resources to improve the graphics, tech, IQ, or scale of the game. When i'm playing on PC with a mouse though, yeah, i'll almost always target 60fps or a high variable.

It should be noted that the jump between 30fps and 60fps still feels just as dramatic on consoles as it does on PC, it's just a lot easier to get used to and ignore it (at least for me).

I can ignore it on both. But I prefer it to be 60 all the time. Over any fancy crap. 'Cause in a few years. Everything will look like crap in a lot of peoples eyes. Even GTA 5. This isn't a movie or show I don't interact with.
