Bison was weak at SF2 point so he wasn't much of a kill.

 

M. Bison is god not Shigeru.

 Bison was a god in SFA 3. Since his defeat to Ryu his original body was destroyed, so he ended up in a new, far weaker one. I consider Bison at his peak(SFA3) stronger than any other fighter other than Shin Akuma.
