Outside factors like download speed may effect the players mood and test his patients, but it's not in any part reflective of game's quality. It's like lowering the score because the cashier was rude to me, or because the guide gave me paper cut.
God bless Metacritic' user review scores. People there are very cathartic and silly.^^
