My guess is that Sony paid them to not release it in the West on PS3. PS3 software sales in the West have been steadily dropping. Battlefield Hardline didn't even chart for PS3, so it probably didn't cost them much to make it PS4 exclusive in the West.


Why would Sony pay NOT to have a game on one of their platforms? A sale is a sale and it shouldn't matter which platform its on since at the end of the day its still profit. That'd be so against the 10 year plan Sony was boasting last decade to try to actually diminish support in any way for the brand that demonstrated how long a console can get support on the market.
