If he is stealing them to sell and not even use he must be strapped for cash and doesn't want to borrow it. That or he really just likes stealing and the extra cash is a bonus. Confront him about it and try to talk it out and make sure it doesn't go out of hand and you both say something you will regret. Find out why he is doing it and see if he does have a problem but don't bring the problem up first or he could use it as an excuse.
