1. Team Rocket - While TR does become somewhat comical in the games, they're still classics and probably have the coolest outfits.
2. Team Magma/Aqua - Both teams really benefited from ORAS. In the original R/S, they had some motivations and differentiation but they were still largely generic. That changed with the remakes as they were given more development and motivation for their goals.
3. Team Plasma - Their reasoning for doing what they did was interesting. It does put a moral situation in how trainers should use their Pokemon. However, they were also quite hypocritical of themselves. Not to mention, N is one of the most well developed characters in the series. Also, the dynamic of the original Plasma vs new Plasma is B2/W2 was pretty cool.
4. Team Galactic - It's been a while since I've played the Gen IV games but I don't remember TG being quite memorable. The best thing about them was their leader, Cyrus, who I feel could've been explored as a villain some more. But in my opinion, they're quite generic and they don't have the classic feel that TR does.
5. Team Plasma - I had so much hype for this team when Gev VI came out. I was really excited to finally face them but shortly after, I realized just how generic and comical this team is. A big step down from Team Plasma imo. Their leader, Lysandre had deep ambitions and motivations. But I couldn't agree with him because his ambitions were completely misplaced and generalized. He puts every human in the category of people mistreating others and needing to be exterminated. It was childish and while much of his ideals can be attributed to the real world, the Pokemon world is largely a utopia and one of peace. Because of this, I don't see how his views of terrible humans correspond to the Pokemon world where almost everyone will go out of their way to help others. I will say though, Lysandre's battle theme is amazing.
