Shovelware only matters if you buy it. The NES, SNES, PS1 and PS2 all had gobs of shovelware too. Why? They were the winning consoles of their generations, and thus got more development, especially from lazy companies only interested in the quick buck.
The question is does the Wii have any quality software? I'd say it does, enough to satisfy the majority of gamers who buy/play maybe one or two games a month.
