Cross gen was never really possible this late in the gen for a lot of games. A main series MGS cross gen would never have happened before this, the capabilities of the consoles were so far apart. Can you imagine MGS4 on PS2?
As far as COD goes they would have to be idiots to not do cross gen with the mass market appeal of that game.
Also your prediction that 360 version of phantom pain will sell less than 100k won't last very long.
