There is a possibility, but it's relatively small.

1. The Vita is comparable to three year old phones in terms of hardware. You can find phones with Vita level hardware for $70. That is how quickly the mobile/handheld hardware is changing.

2. Nintendo is planning a unified platform with "cross-platform" games. If they make their next handheld too weak, then this would be difficult to develop and plan for, assuming their console form-factor is at least a little bit more powerful than the Wii U (and we should assume it is a little bit more powerful than the PS4/XBO at the least.) 



Sorry but to date, there is no Phone's with PSvita Level Hardware that you can purchase for $70.00 For instance, there is many smartphones with Quad Core Arm Cortex A9's and Mali GPU 400's with Multiple Cores, which is quite true. But None of those Smartphones Has inside for that Mali or SGX GPU with 128MB of Dedicated Video Ram just for its GPU. The PSVita Does! And that is why you are not buying a Vita Level Hardware Smartphone for $70.00, because there is no such Smartphone! the only Handheld that comes close to that is the Nvidia shield, and in some ways Pass the PSVita, and the Nvidia Shield 2 out right Stomps the PSVIta. but as of right now, Hell the Fill Rate on the PSVita GPU is more than the PS3, yes the resolution is not as high on the PSVita, but consider the PSTv has the same chipset but upto 1080i its a freaking Hulking Arm Cortex SOC for its time.
