The PSP runs at about 5watts with the screen at it's brightest setting.

If the CPU and GPU were running at the same speed as they were on the Gamecube, and you eliminated the Blue Tooth Controller it would probably be running closer to 10 ...
Also, I would expect that if the DS flopped they would be releasing a Gameboy for christmas 2007 meaning they could have taken advantage of a 65nm process further dropping power consumption
