When Steve Ballmer hired Peter Moore he was frustrated with the fact that the original Xbox was stalled at 23% market share in the US, and even lower worldwide. The 360 was designed under Peter Moore, which as you know went on to take a significant chunk of Playstation's marketshare. Peter Moore made some of the biggest deals in the history of Xbox, including the GTA IV deal and the Final Fantasy XIII deal (though the Final Fantasy XIII deal was announced after he had already left Xbox). He also promoted games with tatoos, it doesn't get much cooler than that.

So he was responsible for RRoD. And taking market share from PS3 was as easy as PS4 taking it back from Xb one. Are you saying 360 would have succeeded in sales to the same degree as if PS3 didn't trip over itself? Also, a good 15+ million of 360's sales can be attributed to Kinect, which had nothing to do with Peter Moore.

So basically, he was in charge of releasing a console with a very high failure rate that caused MS to have to offer extended warantees for free, and cost them enough money to sink many businesses. And by the good luck of Sony shooting PS3 in the foot managed to take away market share in the first half of the generation, and he announced games by tattoo.
