From the eshop in the settings , you can re-download previously  'purchased' titles any time. I say purchased in ' ' because it counts F2P titles like IronFall the last time I checked.

eShop> Settings/Other > Redownloadable Software. Once the dowload for a (free) SMB Deluxe game failed and NoE told me to go there and it worked. Hopefully it works for you!

Thanks, but i cant even log in my NNID because it is attached to my old 3DS, so I cant even access eshop...
I think by contacting to nintendo can solve this.
