That would be the easy way out :)
My guess though is that right now the certification process for 360 games probably require games to have the basic features working without a HDD ( some features like online can require HDD but the basic game has to work without it) ( Kinda doubt microsoft sells Arcades SKU and then certifies games that won't work on it at all...)
PS3-Xbox360 gap : 1.5 millions and going up in PS3 favor !
PS3-Wii gap : 20 millions and going down !
