Actually, Gears was a pretty radical departure for Epic and was a damned good game. Besides, you can't criticize a developer for sticking to one genre... That's what all but the biggest developers do. BioWare does RPGs and so does Bethesda. Valve does FPS games. Damned good ones, too. Team ICO makes action adventure games. Polyphony makes racers.
There's nothing wrong with sticking to a specialty.
