I generally agree with you but that is not the way it works. If the textures are garbage then raising the resolution wont make them look any better. 

Play Gears of War 1 at 1080p on PC 

then play Gears of War 4 on Xbox One at 720p and I can assure you Gears 4 will look better

Yeah and it's not like these consoles have enough RAM for big textures /s

That's just one more reason they should be in 1080p.  Using lower resolutions negates the biggest advantage these things have!
