After reading some answers, I think I have to point that prostitution is NOT illegal in Spain.
It is in a legal limbo that makes it neither legal or not, it is simply out of the law and while prostitutes and clients can be fined, it is for other reasons like public nudity, public scandal, etc., but that's it.
That's why making it legal should be rather easy and makes much more sense than keeping it as it is now.
