It's illegal to sell the games to under age kids, just like it is illegal to sell alcohol or cigarettes to under age people too in the UK. However, you are allowed to drink from the age of 5 in your own home, if you want. So if the parents bought the game for their child, all they are is bad parents.
My only real issue with when it comes to kids who really shouldn't be playing games like GTA, I don't even like the series yet I see kids as young as 10 getting their parents to buy it in GAME because their parents don't know.
