The problem with the xbox is that MS is throwing everything for the holiday so I don't know if the holiday will be enough to reach 23m. I see it more between 21m - 22m.
Edit: Forgot to mention xbox one is gonna have a lot of competition in order to beat their first year such as price cut with 2 games and the china release. If they do that, I'll be impressed.
