Kinda, but technically that is not local. It doesn't have the terrible drawbacks of local and would be impossible without networking of some sort

There's really no difference playing CS, Starcraft etc with friends via a local area network or through the internet, but in both cases in the same room together. You're still playing with eachother locally. I see the same situation with LAN console gaming and local online console gaming.

Technically playing over the internet in the same room is not local. LAN is local and Split-Screen is local.
