Becasue its an X1 and not PS4, PS4 can do it becasue its the PS4 and X1 wont do it beacuse its an X1.  The base reason the X1 will not sale that is product demand, X1 lacks it.  Thats why.

So how much will it do? 10 million in peak year, i doubt it.
