I'm so disappointed in everyone who don't believe that it can happen any time soon. I'm sure it won't be soon, but I believe it will be soon enough. That dude that mentioned 2d to 3d as one of the grandest transition that OOT surpassed, has no imagination. Part of the reason why OOT is given the GOAT title many times over is because it is the grandest giant on which other games stand on the shoulder of. But, that does not mean that another game can't revolutionize gaming like OOT did. Look at the technologies we have today and tell me that it isn't leading to a melting pot of artistic and technical marvel that a Game will some day take advantage of.

For instance, we may have run out the gamuts of how shiny the pictures are, but what about gameplay? Gameplay was what made OOT in the first place, in videogames, Gameplay is king. Certainly with the right combinations we may see another OOT.

Look at what OOT did to capture the overall consensus that made it GOAT. Story was wonderful. Music was engrossing. The charm of the characters and their design. The narrative one follows to get to the next phase of gameplay. Then you have the technical stuff like camera, like the target system, the fighting mechanics, the plethora of minigames and sub-plots, the trading system that got you the Goron sword. The masterful coding and working on the strengths and weaknesses of the system to make it work for OOT's advantage. Certainly I'm not saying to plagiarize any of these, but maybe to emulate some of OOT's core mechanics.

There's the 3D visors coming up in the future that may just be the change of the gaming landscape. Perhaps it's Nintendo's heart monitor that no one thinks can be transformed into a gaming device. Perhaps we'll be able to play neural game controls.

As much as I want TLoZ:OOT to be forever cemented as GOAT, that only means that's as far as we got in the greatness of gaming. As SMB was Goat, and so SMB3 was Goat and then OOT was goat, we'll have another GOAT.
