I don't consider it legitimate but it gives an indication, though and I wouldn't know where to look elswhere before I purchase a game if I did not pre-order it.

If you take the time to read through the individual user reviews and see what the criticisms of the game actually are (while ignoring the troll reviews), then it can potentially give you an indication of the game's quality. But just looking at the average user score is useless.

The same could be said of critic reviews. Ignore the average score, or even the individual scores and read the actual review itself.
