It was the goal, but many speculate the league is doing better than expected so not difficult to see going past 24 mark.

Miami seems in doubt right now, the stadium has had zero progress and things have gone dark there.  Most people (me included) are in favor of Sacramento being #24 as they have all the pieces together.  May even be so bold as to say they are more ready for 2017 than the proposed LAFC is right now.

My guess is league will stop at 30 at around roughly 2030 as that is the norm for US/Canada leagues.
