What exactly is the problem? You can start your PC without ever seeing a desktop you can play games with a PS3 PS4 XBO or 360 controller or one of the billion other controllers. You dont even need a mouse or keyboard to use them.
The "install game to play thing" is also just arbitrary and is unneeded. its just a simple sofware solution that is needed and devs need to finally make PC games the way console games work and btw we are entering an era where less and less people are going to pop in a game into a device anyway because we will go digital.
There is no difference between say PS4 and XBO compared to PC other than the first two run some OS that does not have a desktop and has 100% controller support for all menus. This is something that can easily be introduced in windows 10 or whatever. (like I can use the whole android OS with mouse and keyboard as soon as I connect them to the tablet/phone) You make it look so complicated but I do used my PC as a console (for PC games and for emulation) for years. The only thing that I cannot do with my controller is turn on the PC but this is also nothing that cant be fixed if a single person would sit down and solve the problem.
