Uniffied OS means that  there will be probably two pieces of hardware with same os, sharing games, handheld sonsole and home console. its easier to do , than one powerfull handheld/console hybrid. 

for example there will be 2 separate configuration -  Handheld console with AMD APU  - 4cores Puma+ cores@1Ghz, 2GB of ram and 512SP GCN 1.3 RAdeon and home version With 8 Core Apu at 2ghz Puma+ Cpu, 8Gigs of ram and 2048 SP GCN radeon , both sharing the same os and games. like on two difrent PC configuration.

 on handlheld, game will run with 720p/sub 720p resolution, low/medium texture details, medium shader effects, medium shadows, no antyaliasing at the same time this game on "Home Console" will run at 1080p/high tekstures,shadows,shader effects, better physics, aa. 

 

One game, One OS, Two Consoles, Two configurations. Like on PC, but with predefinied configurations.

Idk much about specs, how powerful would that make them?
