Is NX a handheld,console,or Fusion?

The pic I saw had nx with the 3ds and wii u. So it does not really sound like a replacement for either right now. It sounds like something else. But seeing the low number of games coming to 3ds and next year being year 5 for 3ds it might be the next handheld.
