In both cases you are fleeing from the encounter though. which removes the risk. On the other hand, if you want to fight that enemy, you can just approach him, something you cannot do otherwise without wasting time on fighting wrong enemies.

You can't always avoid enemies even if you can see them. That is decided by the level design, the behavior of the enemy, and you. for example, you can't avoid most enemies in Dark Souls. Even if you can avoid every single enemy, that would still be your choice.

Random encounter system just limits your choices really. No way around it.
