End game and new game plus pretty much open up convenient fast travel, but I can understand how some people might be put off before then 

It's important to have that early game though otherwise people will get tired of walking to a quest area and back to turn it in which can take a long time. It's just not a smart design choice it you wanted people to actually get far into your game or to complete it.
