There's a great chance, but the fact of the matter is that they aren't blocking traffic. If you have Comcast cable and another ISP, you still can't use HBO Go on your PS4 because blocking traffic isn't the issue. Likewise, if you have Direct TV and Comcast for your ISP, you're good to go on the PS4. What they're actually doing is refusing to work with Sony on getting the HBO Go app to connect to comcast servers, which is legal.
