Basically, he's saying there are many such villages that appear 'stuck in an age long since past'.  Some of these do it naturally, others are actually by law, required to look a certain way.  A town near where I live, Stowe Vermont, requires all commercial businesses to look 'old timey' if you will (Not sure how far it extends though).  There was a big to-do with McDonalds awhile ago, because in order for McD's to open a franchise there, they'd have to (and did) redesign the exterior to fit in the with towns overall aesthetic.

As a keen walker, I can tell you that regardless of how old the buildings are, there are always signs of modernity everywhere. What this game is setting out to do is remove those signs and place you in a specific time.
