I'd argue that the real problem is pre-ordering, which sends the message that gamers are willing to pay for something that isn't even finished yet. Devs can get lazy and release content that should have been included down the line via DLC, and releasing broken games because their pre-orders tell them that they will sell well anyway.

"Oh don't worry, we'll fix all of those glitches and add in a satisfying ending in 6 months in our 5 GB patch! Only 19.99."

FFS, it's not like stores are always short on stock on launch day in this day and age. And I mean who the fack cares that you get a new special edition hat for your character if you pre-order? And then after someone gets burnt once by pre-ordering from a certain company, they pre-order the next game and get fucked again. I only advocate pre-ordering when: you are importing a game, the game is in short supply (see: Atlus), you want a collectors edition, or you know damn well the product will be whole and working on arrival (see: Nintendo). Maybe there would be "great console games" if they weren't half baked on release.

I would say those are both part off the same problem.  People buy things based solely on hype and brand loyalty.
